The Commander-in-Chief of the Armed Forces of Ukraine, Ruslan, described how responsibilities were distributed between him and the chief of the General Staff after the introduction of the next stage of army reform.
Khomchak said this in an interview with ArmyInform, Ukrinform notes.
“The Commander-in-Chief of the Armed Forces of Ukraine is the highest military official in the state. He is responsible for the readiness to fulfill the assigned tasks and for the direct military leadership and control of the use of the armed forces and other components of the defense forces. The Chief of the General Staff of the Armed Forces of Ukraine is subordinate to the Commander-in-Chief of the Armed Forces of Ukraine and is responsible for fulfilling the tasks and functions assigned to the General Staff of the Armed Forces of Ukraine, in particular regarding the definition of requirements for the capabilities of the defense forces, resource requirements necessary for the proper fulfillment of the tasks of the Armed Forces of Ukraine and other components of the defense forces.
He recalled that according to NATO principles, the defense department as a central authority should exercise democratic civilian control over the army, provide the army with resources, and determine the defense policy, and the Armed Forces - implement it. As a result of the reform, it is important to clearly delineate not only the functions between the Ministry of Defense and the General Staff, but also to clearly delineate the functions in the Armed Forces. In particular, to distribute between the military command and control bodies that carry out the generation (development, training, acquisition, provision of the Armed Forces) and the use of troops.
Khomchak also said that more than a hundred military units and institutions, in particular medical support units, apartment-operating and partially military education institutions, have been transferred to the submission of the General Staff from the Ministry of Defense. According to him, only the first stage of the division of tasks between the Ministry of Defense and the Armed Forces continues, but it is planned to transfer a certain number of units and institutions from the Ministry of Defense to the General Staff.
