In the Minsk agreements there is no clause on granting autonomy to Donbass, as the Russian side insists on this, however, there is a provision on the special status of the Ordlo within Ukrainian decentralization.

This was stated in an interview with Die Presse by the Austrian diplomat Martin Saidik, who from 2015 to 2019 was the special representative of the OSCE chairman in Ukraine and in the Tripartite Contact Group (TKG), reports Ukrinform.

" There is only decentralization. Therefore, if Ukrainians do not want to talk about autonomy, I can understand it, "

According to Saydik, Ukraine is ready to provide a special status for the Ordlo within the framework of decentralization reform, “but the security side must be clearly clarified”. In particular, it is necessary to determine how Ukraine will return full sovereignty over the entire territory of Donetsk and Lugansk regions.

"

As reported, the Verkhovna Rada on December 12, 2019 adopted amendments to the Law "

President of Ukraine Vladimir Zelensky signed this law on December 18.

At the same time, Russian President Vladimir Putin at a December 19 press conference said that the law on the special status of Donbass is the “key of the Minsk agreements” and should be enshrined in the Constitution of Ukraine.

At the same time, the Minister of Foreign Affairs of Ukraine Vadim Pristayko emphasized that the consolidation of the special status of the occupied part of Donbass in the Constitution of Ukraine is excluded.
