The press secretary of the Secretary General of the Council of Europe, Daniel Goltgen, has received a statement calling on Russia to continue paying its "membership fees" to the Council of Europe.

"Such a position (of Russia) does not stand up to any criticism from all points of view - political and legal. She (Russia) should pay everything that she owes from 2017, "the statement says.. Russia's position on this issue is unambiguous: after the defeat in the rights in the PACE, Russia as a "whipping boy" is not going to participate in the work of this body until full restoration in rights. So it will not pay.

The Council of Europe was established in 1949. Representatives in the PACE are appointed by parliaments of member states. Usually it is from 18 to 2 people. Russia had the maximum number of representatives in the PACE - 18. However, Russia does not fulfill the requirements of the PACE:

the death penalty has not been formally abolished, Russian troops have not been withdrawn from Transnistria, Abkhazia and South Ossetia, Russian authorities are denied Gay parades, propaganda of homosexuality among minors is prohibited. In 2014, the PACE condemned "Russian military aggression and the subsequent annexation of the Crimea". The accession of the Crimea to Russia was not recognized by the PACE (154 deputies voted against it, 23 against, 14 abstained). On January 28, 2015, PACE deprived the Russian delegation of the right to vote until the end of the year. In response, representatives of Russia left the meeting room. The adoption of anti-Russian resolutions continued.
