According to them, Trump, by habit, tears documents that are legally required to be kept in the archive. According to the Presidential Records Act, all documents touched by the President of the United States must be sent to the National Archives in order to preserve the history.
As a result, employees of the White House have to stick together pieces of paper ruptured by Trump so that they are not accused of violating legislation. "Sometimes the papers just tear in the middle, but sometimes they were torn so finely that they looked like confetti," said one of the employees of the presidential administration.
