At one time it was the Babich Kremlin that was regarded as a possible successor to Mikhail Zurabov as Russia's ambassador to Ukraine. This appointment should mean a very simple thing. From the center of political influence in Ukraine, complex games and combinations that no longer interested Putin, the embassy had to turn into a military organization.

Kiev then with the appointment of Babich did not agree, and the Russian "silovik" remained in his previous position. But if he now appears in the Donbass, it will mean the transformation of "people's republics" into military organizations in their pure form. The Kremlin will no longer be interested in the "people of Donbass" and negotiations with the Americans - which of the Babic negotiator! But the overseer - excellent. Especially over the militants. Babich will monitor that many do not steal, sabotage conducted in agreement with the Kremlin, without independent activity. And they were ready to comply with any order of the Russian masters. Politics, which Surkov liked so much to play in Donbas, would finally give way to positional warfare.

The situation will be different if the Deputy Prime Minister Dmitry Kozak is appointed responsible for the Donbass. In this case, it will be necessary to understand that the main goal of the curator will be to minimize costs for Donbass. Putin in the situation with Kozak will not be interested in the war. It will require the maintenance of the occupied territory at the lowest cost. But at the same time Kozak, unlike Babich, can simulate negotiating activity and meet regularly with the same Volker.

The sense of this will not be very much. Not only because there are no independent negotiators in Russia, and all questions are resolved by Putin with his entourage. And also because Kozak himself is simply incapable of understanding what the former Soviet republics are like. Its failure on the Transnistrian direction is a good illustration.

Kozak was sure that he would force to accept Moscow's decision and the power of Moldova, and the puppets in Tiraspol. And as a result, failed task. And I do not think that he can act with the leadership of Ukraine differently than with the leadership of Moldova.

But the main thing, of course, is not how the nature of the occupation will be. And the fact that the occupation will remain an occupation, no matter what "Gauleiter" Putin chose for Donbass.
