This is reported by the Voice of America.

The Palestine Liberation Organization in Ramallah decided not to recognize Israel until it "recognizes the Palestinian state, abolishes the annexation of East Jerusalem and stops building settlements".

However, it is not yet clear whether the vote of the highest deliberative body of the PLO, the Palestinian National Council, is binding. Since the previous vote of the Council in 2015 on the suspension of security coordination with Israel was not implemented.

As previously reported, URA-Inform, in the Jordan Valley on the West Bank, the Israeli government plans to build three settlements in the Aghwar district.
