"The working group approached these documents in the most careful way," said CEC member Boris Ebzeev. He stressed that on February 8, 2017 Navalny was convicted by the Leninsky District Court of the city of Kirov for five years probation.
"The crime that was incriminated by Alexei Anatolievich Navalny (Article 160 of the Criminal Code of the Russian Federation) is considered grave," stressed Ebzeev.

The head of the Central Electoral Commission Ella Pamfilova noted that there were no complaints against the documents of Navalny. 12 members of the CEC voted for refusal to register Navalny, one abstained because of "conflict of interests".
