Any American prosecutor, journalist, politician, who asked to find out the truth about the Tsarayev's terrorist act, could be convinced that "the Boston fuse has been loaded long ago" (Novaya Gazeta, April 27, 2013). The elder Tsarnaev, before committing a terrorist attack, spent eight months in Russia in 2012 under the strict control of the FSB. The man twice named by Moscow in correspondence with Washington an Islamist, without hiding, went from the USA to Russia not by forest paths, but through Sheremetyevo airport. Tsaranaev would never have dared to do this if he had not been absolutely sure that in Russia he would be in complete safety, that he would go to friends and curators who would safely send him back to the United States for a meeting with fate, writes Andrei Piontkovsky in the column on "Radio Liberty".

The Boston tragedy opened a new era in the psychophysical impact of Kremlin operators on the Western establishment and Western society. Instead of sporadic active measures, a systemic, emotionally charged concept of the zombie of the West was developed. Since then, the message "Cooperate with us, or you will continue to be blown up in your homes and on your streets!" Is regularly sent from Moscow after every major terrorist attack in the US, France, Germany.

What exactly Moscow understands by the term "cooperation," explained intelligently, for example, the notable Russian propagandist Sergei Markov: "We urgently need to stop the conflict between Russia and the West because of Ukraine. To replace the junta with the technical government, change the Constitution, remove the neo-Nazis. The Kiev junta is one of the main obstacles to the joint struggle of the US, EU and Russia against terrorists ". After the terrorist attack in France, one colleague Markov complained: he is not sure that one terrorist attack in Paris will be enough to start a conversation with Putin. And Dmitry Medvedev directly stated at his press conference: the terrorist attacks in the EU and the rest of the world are due to the fact that Western countries are heading for Russia's isolation.

The Kremlin openly offers the West a "roof" from further attacks - but, of course, on its harsh conditions. The fact that Moscow has agents and has a certain influence in the jihadist structures has long been no secret. These are people recruited by the KGB along the line of national liberation movements, and Saddam's officers who studied in the USSR and made up part of the personnel core of the "Islamic state," and a young growth of Caucasian warriors of Allah, carefully supplied by the FSB with Russian passports and sent to the Middle East. The essence of the "cooperation" intrusively imposed by the Kremlin to the West is formulated in an extremely frank way: the new "Yalta", the division of spheres of influence, the recognition of Moscow's exclusive dominance in the territory of the former USSR.

The post-Soviet space must remain under fraternal control of the Kremlin, so that none of its countries could break free from the postcommunist chain and thereby become an extremely undesirable example for Russian citizens. The West should be so intimidated, seduced, corrupted, so that not only would it not support the fugitives (Georgia, Ukraine), but under escort brought them back to the zone of privileged interests of Russian kleptocracy. Such are the aims of the hybrid Fourth World War declared by the Kremlin to the West and the conditions of Western capitulation formulated by him. Putin in 1999 went on the bombings of houses in Russia to come to power. Putin and Bortnikov sent Tsarnaev the elder in the United States in 2012 to lucidly suggest to Americans the need for "cooperation" with the Kremlin.

The administration of Barack Obama, who was well aware of the circumstances of the Boston terrorist attack, did not dare to look at the truth about his organizers in the face and answer the challenge, because this truth was too monstrous and she demanded too critical conclusions. The main objective of the subsequent Kremlin operation "Trump" was to seat in the Oval Office a useful bourgeois idiot, ready to repeat: "We need Russians. We need Russians to fight together with Islamic terrorism ".

The tremendous success of Trump paradoxically became a colossal failure of the Kremlin. They did not understand the Lubyanka completely and still do not understand the political structure of the United States. The United States is a developed democracy with a multi-level system of checks and balances. The Kremlin's victory turned out to be a Pyrrhic. The resistance to Trump's pro-Putin sympathies has been evident from the very beginning, and his ubiquitous attitude towards Putin at their first meeting in Hamburg seems to have been the last straw for the American political establishment.

Almost unanimously adopted by Congress and extremely reluctantly signed by Trump on August 2, the law on sanctions against Russia is an outlawing of the entire Russian political leadership that accumulates in the United States its treasures. The US Financial Intelligence Agency is instructed within 180 days to identify all assets belonging to the top of the Russian ruling class and to promulgate these data. After that, the US laws on combating money laundering, acquired by criminal means. This is a fundamentally new character of US relations with Putin's regime.

In the hybrid world war there was a clear breakthrough. No "Yalta" is not expected. The loophole of sanctions, including the confiscation of "Putin's trillion", is dragged on the neck of Kremlin kleptocrats. It is necessary to change the dynamics of behavior urgently. His Excellency's task is to sharply raise the level of political blackmail.
