"However, the obligations set forth in this document were insidiously violated by Russia, one of its signatories and the country that received Ukrainian nuclear weapons," the minister said..
As a result, he said, Ukraine "received the award" in violation of its borders with obvious and indicative disregard for the norms and principles of international law, the Charter of the United Nations, the Helsinki Final Act and a number of agreements, including the Budapest Memorandum itself.
