The Russian side is not satisfied with the conclusion of the Venice Commission on the reform of education, said Permanent Representative of Ukraine to the Council of Europe Dmitry Kuleba.
According to him, Moscow's displeasure was caused by the fact that European experts did not include the requirements of the legislative regulation on training in Russian in the general list of recommendations, Ukrinform reports..
At the same time the issue of teaching Russian-speaking national minorities was in the VC field of view. However, the recommendation of experts here was that training in Russian should be regulated by law.
According to Culeba, the Commission's conclusion "in general is in the interests of Ukraine".
Culeba also stressed that the Venice Commission took into account the position of Ukraine that "Article 7 of the law on education is a framework and details of its implementation should be defined in the law on secondary education and other regulations".
He believes that this conclusion "strengthens Ukraine's negotiating position in the dialogue with our western neighbors".
Recall that the law on education reform passed by Ukraine was sharply criticized by Hungary. The dissatisfaction of Budapest was caused by the language article of the law, according to which children of national minorities should smoothly switch to the Ukrainian language of instruction.
On December 8, the Ministry of Education, referring to the findings of the commission, stated that the experts did not support the Hungarian claims regarding the language clause of the Ukrainian law on education, which allegedly restricts the rights of national minorities. Hungary became the most zealous critic of the language law.
The Commission confirmed the conclusion on the Ukrainian question. In general, the Commission recommended that Ukraine balance the reform of education, including through subsequent laws.
