The Ministry of Internal Affairs prepared a draft law, which was published on the portal for the disclosure of draft regulations of the Government of the Russian Federation. The bill is aimed at alcoholics and drug addicts who refuse to check in order not to get registered at the narcological dispensary.
In the spring of 2017, Deputy Prime Minister Igor Shuvalov proposed toughen the punishment of drivers in case of refusal to undergo medical examination. It is expected that there will be a revision of Article 12. 26 of the Code of Administrative Offenses of the Russian Federation in the part of toughening the responsibility of drivers for failure to comply with the statutory requirement of the State Traffic Safety Inspectorate to pass a test for the state of alcohol intoxication.
Currently, for the refusal of the survey, as well as for driving in a state of intoxication, it is necessary to forfeit the rights for 1.5-2 years and a fine of 30 thousand rubles. The developed amendments toughen punishment for refusal of medical examination: accordingly deprivation of rights for 2-3 years and a fine of 35 thousand rubles.
According to statistics of the State Traffic Safety Inspectorate in 2016, 246,000 drivers were punished for drunk driving, another 154 thousand drivers were punished for refusing to undergo an examination. 4288 drivers caught in an accident last year were drunk.
In these road accidents, 193 people were killed, another 6,114 were injured. Drivers who are in a state of intoxication, in 2016, was committed 1,260 accidents, which is almost 2 times more than in 2015.
