Military Ombudsman Olga Reshetilova believes that the time has come for Ukraine to conclude a new social contract. After all, the one that has been in effect since February 24, 2022 no longer corresponds to reality, as Reshetilova noted in an article for Novinarna.

“We have had an unspoken social contract since February 24, 2022. Very briefly about its essence: we as a nation have decided to fight to preserve the state to the end. We have an army and volunteers who join it, they protect the country, the rest certainly support them morally and economically. There is a president and a government who have remained and are ready to fight to preserve the state, so we as a society refrain from excessive criticism and agree with their decisions,” Reshetilova noted.

According to her, these unwritten rules operated almost flawlessly for the first two or three years after the start of the full-scale invasion of the Russian Federation.. And it was they who helped the Ukrainians survive. However, reality is changing, and people are adapting to war and want to control the processes in their state. The fact that Ukrainians decided not to put up with violations, the Ombudsman calls natural and normal. At the same time, she emphasized that one thing has not changed over the years: the Russian Federation’s desire to destroy Ukrainians.

“It is obvious that in these conditions we must formulate the basic principles on which our joint struggle and our path to victory should be based. Basic consensus: we must preserve our state. And if we all agree with this, which I have no doubt, then the next thesis should be this: preserving the state is the common responsibility of each and every. And then a conversation begins in which responsibility from an abstract concept acquires quite tangible features. And this responsibility is distributed. For each and everyone,” adds Reshetilova.

According to the Ombudsman, in the new social contract the state must take responsibility for honest communication with society, intolerance towards corruption and human rights violations. It should also be responsible for creating transparent rules of the game for everyone.

At the same time, society must allow us to strengthen the measures necessary for effective defense, accept complete militarization and the inevitability of military service for everyone to whom this is prescribed by the state.

Using the example of mobilization, Reshetilova explained what this should look like:.

The Verkhovna Rada adopts a package of bills on fair service, which limits the rights of those who evade it, and at the same time ensures the rotation and demobilization of military personnel who have served for quite a long time;

the government ensures a transition from “economic” to “critical” reservations, which even includes open name lists of those reserved with justification for their indispensability for the economic sector;

The Ministry of Defense is carrying out a mobilization reform: from establishing the work of registers to reforming the TCC, as well as the technological transformation of the army;

The Ministry of Internal Affairs ensures strict compliance with the legislation on mobilization, searches for violators, delivers them to gathering places and brings them to justice;

law enforcement agencies ensure the inevitability of punishment for violations during mobilization, including human rights violations and corruption;

The SBU is beginning to more actively counter Russian propaganda and any attempts to disrupt mobilization;

The defense forces provide high-quality training, efficient use of personnel, maximum preservation of the life and health of military personnel at all stages of service; hold accountable and limit promotion to commanders who violate the rights of military personnel or are negligent in performing their duties;

Local government bodies interact with the National Police and the SOU on issues of informing about the location of citizens subject to mobilization; provide accompaniment and support to families of military and veterans;

Businesses adapt to the fact that there will be less armor, provide jobs, decent conditions for demobilized military personnel and participate in “rotation events”;

Media and Telegram channels are implementing strict editorial policies to prevent the popularization of evasion of military service. And this also applies to Telegram publics;

society does not tolerate “evasion” and accepts as an inevitable fact that everyone whom the state obliges must serve, and agrees that the state cannot accept a citizen’s refusal to serve during war.

“Each “signer” of the new social contract must understand their share of responsibility for the success of our common project. For some this may sound obvious, others will say that all this is spelled out in the laws. But I believe in the power of public debate and communication. And I believe that each and everyone who read to these lines thought about their place and their role in the agreement. Without awareness of shared responsibility, no changes will bring results.. And unjustified expectations will lead to new Maidans, until one of them costs our state,” Reshetilova concluded.

The Ombudsman also noted that many people around her, in particular military officers, consider the “cardboard protest” inappropriate during the war, immature and far from the realities of today. At the same time, she emphasized that, despite disagreement with some of the protesters’ demands, she does not share this opinion. Reshetilova emphasized that civilized protest and dialogue with the authorities is what distinguishes us from Russians.

Despite the appointment of General Mikhail Drapaty to the post of Commander-in-Chief of the Armed Forces of Ukraine, veteran of the Russian-Ukrainian war Dmitry Kozyatinsky made it clear that the protests will continue. The resignation of Alexander Syrsky was one of the demands of the protesters.

At the same time, they are obviously ready to continue to demand the return of Mikhail Fedorov to the post of Minister of Defense, despite the fact that Yevgeny Khmara has already been appointed acting head of the Ministry of Defense.
