How is the heating season subsidy calculated?.

The PFU explained that the housing subsidy is calculated taking into account the duration of the heating season from October 16 to April 15 inclusive (clause 70 of the Regulations on the procedure for assigning housing subsidies, approved by resolution of the Cabinet of Ministers dated 21. 10. 1995 No. 848 “On simplification of the procedure for providing subsidies to the population to reimburse the costs of paying for housing and communal services, purchasing liquefied gas, solid and liquid heating household fuel”).

The Fund added that for most citizens this calculation occurred automatically.

“The amount of the subsidy for households whose subsidy amount in the summer was UAH 0.00 was also automatically redefined,” the message says..

When calculating the amount of the subsidy for the heating season 2025-2026, household income for the first and second quarters of 2025 was taken into account.

“Income in the form of pensions was taken into account in the amount of the accrued pension for August 2025,” the Pension Fund emphasized.

Who should apply for a subsidy?.

Citizens who plan to receive a subsidy for the first time must contact the territorial body of the PFU.

Also, those who received a housing subsidy should apply to the Fund, but as of October 1, they had changes in the composition of registered persons in the household or in the composition of the family of a household member, or in the list of housing and communal services used by the household.

People who were not assigned a subsidy for the unheated period due to debt that has already been repaid/a restructuring agreement has been drawn up or have appealed the issue of debt to pay housing and communal services in court can still apply for a housing subsidy..

What documents do you need to have to assign a subsidy?.

To assign a housing subsidy, an application and declaration are provided (according to the established forms). Depending on the circumstances, other documents may be provided (if available). For example:.

rental agreement for housing - if the applicant lives in rented housing;

a copy of the debt restructuring agreement - subject to the existence of debt and the conclusion of the corresponding agreement;

IDP certificate - in case of applying for a housing subsidy at the place of actual residence.

How to submit documents for a subsidy.

The PFU explained that you can submit documents for a housing subsidy in one of the following ways (optional):.

in person by contacting the PFU service center;

by mail to the territorial body of the Foundation;

online through the PFU electronic services web portal or the Pension Fund mobile application.

The Fund added that documents for the assignment of subsidies can be submitted through authorized officials of territorial communities, centers for the provision of administrative services and through the “Diya Portal”.

If documents are submitted between October 1 and November 30 (inclusive), the subsidy is assigned from the beginning of the heating season. If the application was later - from the month of application.
