Russia is carrying out a multi-vector operation, simultaneously striking energy infrastructure and Ukrzaliznytsia facilities in order to complicate the evacuation of people and create panic and chaos.

This opinion was expressed on the Espresso TV channel by military expert Dmitry Snegirev.

“The point is that the blows are being delivered simultaneously,” he said.

The analyst describes the Russians’ tactics as aimed at cities with a population of over a million: by striking vital networks, the enemy creates preconditions under which further residence in populated areas is “virtually impossible.”.

In fact, the ability of civilians to leave cities with a population of one million is blocked. Accordingly, the same chaos, panic and distrust in the actions of central and local authorities is created,” he noted.

According to Snegirev, attacks on the railway have a double effect: in addition to blocking evacuation, they complicate the transfer of reinforcements, heavy equipment and ammunition for defense needs.



“Blocking the possibility of transferring operational reserves, heavy armored vehicles, ammunition for the needs of the Ukrainian Defense Forces, blocking evacuation and creating an atmosphere of chaos - these are complex actions of the Russian occupiers. It is impossible to separate attacks on the railway and attacks on the energy infrastructure,” the expert emphasized.
