Dubko notes that for an effective mechanism for trading quotas for emissions, it is necessary to ensure the regular receipt of relevant data on monitoring, reporting and verification of emissions-at the level of enterprises of the mints.
" Today, this tax has, rather, a fiscal character: its rate is extremely low (less than one euro per ton), and it does not create incentives to reduce emissions. STV, in turn, is also a tool for carbon pricing, but potentially much more effective.
