The Deputy Prime Minister of Ukraine-Minister of National Unity of Ukraine Alexei Chernyshov on Facebook spoke about his vision of successful post-war development and restoration of Ukraine. Among the main factors, he called the return of the Ukrainians who left their homeland because of the war, home.

And here is the connection of national unity and Ukraine, noted the Deputy Prime Minister.

“Before a full -scale invasion, the size of the Ukrainian GDP amounted to about $ 200 billion (at the beginning of 2022. - 160 billion - Ed. State expenses (consolidated budget, pension fund) were at $ 80 billion. During the war and in the process of restoring the need, much more, more than $ 110 billion per year (due to the growth of military and social expenses and the needs of restoration).

To balance such expenses in order to survive and rebuild Ukraine over the next decade, it is necessary to double the GDP. For this, according to experts of the Center for Economic Restoration, the economy of Ukraine should grow by at least 7% annually, ”he said.

At the current level of performance, Ukraine will not have enough up to 4.5 million workers. By 2035, another 2 million workers will leave the labor market: aging, insufficient youth, not all Ukrainians will return, some of the families will reunite abroad. If you do not attract additional people to the labor market and do not increase productivity, restoration will stretch for many decades.

“So what solutions can be? " - There are two ways to reduce labor deficiency - increasing labor productivity and maximum involvement of workers. "

Regarding the involvement of workers - the ministry sees the following opportunities:.

Preservation and development of internal human capital. To do this, the reform of education, mass retraining, economic inclusion, the development of female entrepreneurship, high health standards, the return of veterans to economic activity, the integration of people with disabilities and IDPs in the labor market and the like. Return and attract Ukrainians from abroad. Huge resource. Outside the country there are more than 6 million forced Ukrainian migrants, together with the diaspora and labor migrants - this is more than 20 million. Attracting highly qualified foreign labor (a question that requires a comprehensive dialogue in the country). Investments that are needed to increase performance, as well as the development of innovation. A good sign is the approval of the digital development strategy for Ukraine until 2030, as well as the latest programs for support for the development of industrial parks and the Ukrainian business support program. A general understanding of the importance of the development of the private sector and private investment is also about our unity.

Unfortunately, the minister did not mention that it is also possible to attract Ukrainians to return the prospects of normal earnings, because after European countries to return to earnings, which will be enough only for the minimum level of food - this motivates few people.

Earlier, Doctor of Philosophy, Director of the Institute of Sociology of NAS Evgeny Golovakha, believes that Ukraine has the opportunity to return up to 50% of its citizens from abroad, if it now begins to create comfortable conditions for life in the post-war state. We are talking about employment, assistance in obtaining housing, obtaining education and the corresponding level of medical services.
