MSEC reform: how is disability determined now?

In December, President of Ukraine Vladimir Zelensky signed bill No. 12178, which abolished medical and social expert commissions (MSEC) from January 1, 2025.. The corresponding document was returned to the Verkhovna Rada with the signature of the head of state on December 30.

The BBC-Ukraine publication told how disability assessment is carried out now.

Decisions will now be made by expert teams of doctors. As explained by the Ministry of Health, they must evaluate the following criteria: ability to self-care, movement, orientation, control of behavior, communication, ability to learn and work.

MSEC did the same thing before. But there were a lot of changes in the process itself..

Now the attending physician or the head of the VHC will refer a person for assessment online, generating an electronic referral. Previously, this was done by the family doctor.

Doctors have the right to do this if the patient has persistent and irreversible diseases, if there is temporary disability lasting more than 120 working days.

The doctor adds a package of documents to the electronic referral. In the webinars that the Ministry of Health conducts for training, they indicate that all certificates must be in electronic format, and “a piece of paper on which something was written by hand is not suitable”. This must be a document with the name of the medical institution that issued it and with the doctor’s seal.



What also needs to be prepared - the results of examinations, on the basis of which the doctor decided that a person can receive a group, extracts after treatment, a medical report, a diagnosis according to the international classification of diseases, documents confirming the causes of disability.

The referral and package of documents are uploaded into the electronic system.
