In Ukraine, from January 1, 2025, an updated system for determining disability has been in place, which will replace MSEC. In particular, the changes also apply to people with cancer - now they will undergo an analysis of their functional state, which will not be limited only to medical indicators, but will cover a wide range of factors. The Ministry of Health (Ministry of Health) told how the assessment for cancer patients will be carried out.

How patients with cancer will be assessed.
The Ministry of Health explained that when assessing cancer patients, the following are taken into account:.
Self-care ability: ability to perform basic household tasks without assistance (eating, hygiene, dressing).
Social activity: ability to integrate into society, participation in social connections.
Learning Capacity: Potential to acquire new knowledge and skills.
Ability to work: the level of professional ability to work or the need for adaptation to working conditions.
Orientation in space and communication: the ability to navigate the environment, maintain contact with other people.
Behavioral control: the ability to make decisions independently and manage one’s actions.
The Ministry of Health noted that this approach makes it possible to more deeply assess not only the patient’s physical condition, but also the consequences of chemotherapy sessions, operations or organ removal, as well as take into account the individual prognosis of recovery.

Have the criteria for determining disability for people with cancer changed?.
The department explained that the basic principles of establishing disability for such patients remained the same, but were detailed and supplemented.
List of cancers with poor prognosis.
A new list of diseases has been approved that are automatically recognized as grounds for establishing disability for five years without the need for annual review. This reduces the bureaucratic burden on patients who are in serious condition.
Such diseases include:.
Severe forms of oncohematological pathologies, in particular acute leukemia and some forms of lymphomas, which have a high risk of progression or relapse.
Cancers with a high likelihood of recurrence or progression, such as metastatic tumors or diseases where the effectiveness of treatment is limited even in modern conditions.
The Ministry of Health noted that in many cases patients are given a disability for five years, which greatly simplifies the receipt of social guarantees.
The department added that the new criteria take into account not only the current condition, but also the prognosis of the disease, including the likelihood of disease progression even with the best treatment.
The Ministry of Health emphasized that this provision is regulated in the Criteria for referring a person to assess the daily functioning of the individual and the List of diseases for which disability is established for 5 years without annual review, attached to the Cabinet of Ministers resolution.
Determination of disability will work as follows:.
The attending physician prepares an electronic referral.
The assessment is carried out by an expert team at one of the approved facilities of the patient's choice.
The decision is made taking into account a comprehensive analysis of health status, social activity and other factors.
Will there be a simplified assessment procedure for patients with cancer?.
The Ministry of Health explained that the reform provides for a number of significant relief for patients with cancer, aimed at reducing the bureaucratic burden and creating convenient conditions for obtaining disability status.
Indefinite determination of disability.
For patients with cancer that have an unfavorable prognosis or with irreversible conditions accompanied by significant impairment of body functions, disability status is established without determining the period for re-examination:.
The patient does not need to undergo annual reviews even if the disease progresses.
Social guarantees and support remain available without confirmation.
Remote and on-site assessment for people who cannot come to the hospital for assessment.
New procedures allow assessment to be carried out remotely or at the patient's location:.
Correspondence assessment is used in cases where the patient cannot come to a medical facility due to health conditions. The decision is made on the basis of the provided medical documents.
On-site assessment is possible for patients with severe mobility limitations, where an expert team visits the patient at the place of treatment or residence.
Assessment using telemedicine. Allows for remote assessment using modern digital technologies.
