The state budget deficit of Ukraine in December 2024 expanded significantly due to catch-up expenses, and at the end of the year amounted to about UAH 1.771 trillion. This is stated in the macroeconomic and monetary review of the National Bank. It is noted that the annual deficit, according to NBU estimates, exceeded the figure for 2023 (about UAH 1,771 billion), although it was slightly less than that approved in the Law (UAH 1,846 billion). Reportedly, thanks to the record volumes of international assistance received in December, it was possible not only to make up for the financing of state budget expenditures, but also to create a liquidity reserve for the beginning of 2025. Expenses in December were historically the highest, and their growth rates remained significant (about 25% y/y). At the same time, at the end of the year, expenses grew quite moderately (about 12% y/y). The main areas of spending remained in the areas of defense and security and social programs. Also in December, the increase in capital expenditures continued, which was primarily due to military needs and the implementation of repair work, as well as compensation to citizens for damaged property.
