Right to Protection specialists explained whether a child who has an IDP certificate, after receiving a passport at the age of 14, needs to update the data in the Department of Social Protection of the Population (USPP).

This issue is regulated primarily by the Resolution of the Cabinet of Ministers of Ukraine dated October 1, 2024. No. 509 “On registration of internally displaced persons”. The application for registration must contain the following information about the applicant:.

last name, first name and patronymic;

series (if available) and number of the passport of a citizen of Ukraine;

or information from “єDocument”;

or birth certificate;

or temporary certificate of citizen of Ukraine;

unique record number in the Unified State Demographic Register (if available);

series and number of the child’s birth certificate;

taxpayer account registration number.

The applicant is responsible for the truthfulness of the information contained in the application for registration.

For the purpose of recording IDPs, the authorized body maintains a Unified Information Database on IDPs, into which data from an identity document is entered.

This resolution does not contain a direct obligation to change the IDP certificate if a child at the age of 14 receives a passport of a citizen of Ukraine, however, taking into account the fact that her identity document is changed from a birth certificate to a passport, and this data is mandatory in mandatory cases..
