During martial law, according to the resolution of the Cabinet of Ministers, if a child with a disability who is 18 years old cannot come for examination at the MSEC, the commission can make a decision on establishing disability in absentia based on the direction of the VKK.

Conducting a medical and social examination in the direction of the medical advisory commission is carried out regardless of the place of registration, residence or stay of the person applying for the establishment of disability.
