As a result of the war that Russia started, many Ukrainians were forced to leave for other countries.. The Telegram channel of the Ministry for the Reintegration of the Temporarily Occupied Territories reminded that during martial law, the establishment of disability or the medical and social examination of Ukrainians temporarily abroad are carried out extraterritorially and in absentia.
How to get a disability certificate while abroad.
Send the necessary medical documents to your family doctor or curator on the territory of Ukraine to complete the form 088/o " Important: send documents in Ukrainian.
Your package of documents will be considered by the Medical Advisory Commission (MCC). By its decision, you will be sent to the medical and social expert commission (MSEC) for an examination and disability determination.
If before this time you cannot arrive for an examination, MSEC may decide to establish disability in absentia on the basis of a referral from the VKK of Health.
The examination is carried out in the direction of the VKK, regardless of the place of registration, residence or stay.
The period of validity of the certificate of disability during the war is extended automatically. If a person is outside Ukraine, the certificate is considered valid for the entire period of martial law and for 6 months after its termination. It also extends the degree of disability (in percent) and the duration of the individual rehabilitation program for a person with a disability..
When a child reaches the age of 18, a disability certificate can be updated and an “adult” certificate can be obtained in absentia while abroad. This will be done by a family doctor or curator in Ukraine.
The child must be examined in the country where he is. Then their results and all medical documents translated into Ukrainian are sent to Ukraine.
The doctor will issue the form 088 / o, and the VKK will send the documents to the medical and social expert commission for an external examination and disability determination.
Recall that the Ministry of Health named the current criteria for establishing disability, which are now in force in Ukraine.
