The chief military commissar of the Lviv region, Oleksandr Tyshchenko, explained why summonses are distributed on the streets, checkpoints and in public places and how this can be avoided, Lviv Portal writes..
He recalled that the citizens of Ukraine, in addition to rights, also have obligations.. And one of the most important constitutional duties of citizens is the protection of the Fatherland, independence and territorial integrity of Ukraine in accordance with Art.. 65 of the Constitution of Ukraine.
“There is a war going on in our country. The mobilization continues. And military duty includes, among other things, compliance with the rules of military registration. What does it mean? This means that from the day of the announcement of mobilization, citizens of Ukraine are obliged to voluntarily appear in military units or at the assembly points of the territorial recruitment and social support center to find out all the information. In addition, every citizen is obliged to report any changes in marital status, health status, addresses of the place of residence (location), education or place of work to the authorities where they are registered with the military,"
For example, if someone had three children, there were changes in the state of health or the address changed - this should be known in the territorial recruitment and social support centers. This is necessary in order for the TCC and JV to have an up-to-date picture of the mobilization resource.
According to the military commissar, quite a lot of those liable for military service neglect their duties, which significantly complicates mobilization and leads to a lack of necessary and up-to-date information..
“We don’t have to run after someone to find out what changes have occurred in the life of each person liable for military service.. But their ignorance of their duties, enshrined in law, forces them to take measures to serve subpoenas not only at the place of residence and work of citizens, but also in public places.. This is done primarily in order to find out the relevance of the available information, to determine the actual number of citizens suitable for military service during the mobilization of citizens. There would be no need for such events if citizens strictly observed the legislation of Ukraine.
At the same time, the service of subpoenas in public places, without a doubt, does not contradict the legislation of Ukraine, and the guarantees of observance of the constitutional rights of citizens to judicial appeal against any illegal decisions or actions of the authorities are provided by the Constitution of Ukraine and the implementation of legal proceedings during martial law,” he summed up..
There are different types of summonses in Ukraine, and they do not always mean a call to service. Recall what they are and how they differ.
