The expert explained why some pensioners did not receive an increase in pensions

Despite the war, pensions have been increased in Ukraine since December 1, 2022. The recalculation of pensions affected different categories of citizens, but some of them remained dissatisfied. Pension expert Sergey Korobkin told the Social Information Platform why some pensioners received only a slight increase in pensions.

Increase in pensions: why not all pensioners received it.

The expert, using various examples, explained why some received a slight increase in pensions, and some pensioners were not recalculated.

He noted that the size of the minimum old-age pension in Ukraine is UAH 2,093.. This size was not viewed in December. If a pensioner received, for example, 2100 UAH of pension, then the size of his pension did not increase in December.

“We are talking about those pensions where the main payment is significantly lower than the minimum. The state establishes an additional payment for such pensions so that their total amount is not lower than UAH 2,100. Very often in such cases we are talking about an insufficient amount of experience, ”the report says..

Korobkin noted that there are cases when a person had a long record of service, but his pension has also not increased since December 1, 2022..

“Let’s say this is a woman who is over 70 years old.. As you know, for older women with more than 30 years of experience, the total pension with all supplements cannot be less than 3000 UAH.. Suppose, on October 1, her basic pension, together with the allowance for seniority, was less than the specified amount. In this case, the state establishes an additional payment so that the total amount of the pension is not lower than UAH 3,000. From December 1, due to the change in the subsistence minimum, the supplement for the length of service could slightly increase and thus change the structure of the components of the pension, but its total amount remained unchanged,” he explained..

Why did some pensioners receive a slight increase in pensions?.

The expert noted that there are many people whose pensions have been increased.

“Another question is that the size of the increase is very low: someone was given 7 hryvnia, someone else 15 hryvnia, and there are people who claim that they were given less than 1 hryvnia, that is, a penny in the literal sense.. There are many such examples,” he explains..

Korobkin explained that in Ukraine for each full year of service worked for more than 30 years by women and 35 years by men, the pension increases by 1%, but not more than 1% of the subsistence minimum..

For those who retired before October 1, 2011, overtime is considered to be the length of service worked by women for more than 20 years and for men - 25 years.

Consequently, from December 1, the subsistence minimum for disabled persons increased from UAH 2027 to UAH 2093. Thus, additional payments for seniority should have increased slightly for those whose basic pension is more than the subsistence minimum..

Also on December 1, the minimum payment for persons under 70 years of age was increased.. For such persons, if they have a full length of service, the pension is set at a rate not lower than UAH 2,500 (previously it was UAH 2,300).

At the same time, if the length of service is less than 30/35 years, respectively, then the minimum pension payment still grows in proportion to the existing insurance period, based on the amount of UAH 2,500.

Recall that as part of the pension reform in Ukraine, there is a gradual increase in the retirement age and seniority for pensioners.. In 2022, a minimum of 29 years of service is required for retirement, while in 2023 the required service will increase.
