for parents, guardians, trustees, foster parents, caregivers who accompany children with severe perinatal lesions of the nervous system, with severe congenital malformations, rare orphan diseases, oncological, oncohematological diseases, cerebral palsy, severe mental disorders, diabetes mellitus.

Such persons can cross the border on their own on the basis of a certificate of residence of persons with disabilities on consular records and the above documents (their notarized copies).
