Due to Russian military aggression in Ukraine, general mobilization continues. It is subject to military service men from 18 to 60 years old.. In September 2022, the State Border Service announced that there were changes in the rules for traveling abroad for men during martial law.

Who can travel abroad an unlimited number of times.

From now on, male citizens of Ukraine aged 18 to 60, accompanying persons with disabilities and in need of constant care when traveling abroad, are allowed an unlimited number of border crossings to leave Ukraine. Previously, this was only allowed once at the time of martial law..

This category of men can now travel abroad to people with disabilities who need constant care, children with disabilities or a certain list of diseases they care for, if these persons (children) are on consular records.

According to the adopted changes, men subject to mobilization must be returned to Ukraine no later than the persons they accompanied.

What documents are required.

Departure from Ukraine of such citizens can be carried out independently without persons or children with disabilities on the basis of:.

certificates of stay of such persons with disabilities, children with disabilities, persons in need of constant care on consular records;

documents (their notarized copies) giving the right to leave. They are provided for in paragraphs three to seven, nine and ten of paragraphs 2 and 22 of the Rules for crossing the state border by citizens of Ukraine;

documents specified in paragraph 2 of these Rules.

The decree specifies the categories of persons and documents required to cross the border. Different documents are defined for different categories of persons. For example, persons with disabilities must have one of the following documents:.

certificate to the inspection report by the medical and social expert commission (form of primary accounting documentation No. 157-1 / o);

certificate confirming the corresponding status;

a pension certificate or a certificate confirming the appointment of social assistance in accordance with the laws \;

a certificate for receiving benefits by persons with disabilities who are not entitled to a pension or social assistance, in the form approved by the Ministry of Social Policy.



Persons who have one of their parents or parents of a wife (husband) from persons with disabilities of group I or II and accompanying one of such parents, to travel outside Ukraine must have documents (their notarized copies) confirming family ties, disability. Documents are also required confirming the cohabitation or care of their parents or the parents of the wife (husband) - an act of establishing the fact of caring for one of their parents or the parents of the wife (husband), or documents (certificate, certificates) on receipt of compensation (assistance).
