Targeted mobilization: what is it and when can it start

The other day, the Verkhovna Rada of Ukraine extended the general mobilization and martial law in the country until November 21.

In addition to general mobilization, Ukraine has the concept of “targeted mobilization”, which provides for the participation of Ukrainians not in hostilities, but in the post-war reconstruction of the country.

In early May, the Cabinet of Ministers of Ukraine amended the Regulations on the Unified State System of Civil Protection. Among other things, a clause was added on conducting targeted mobilization to eliminate the consequences of the conduct of hostilities.

In general, a new clause was included in the Regulations on the unified state system of civil protection, which defines additional tasks in the recovery period.

And this:.

carrying out targeted mobilization to eliminate the consequences of military operations and emergency situations;

elimination of the consequences of hostilities in populated areas and territories affected by weapons of destruction;

taking measures to restore critical infrastructure facilities in the sphere of life support of the population;

determination of settlements and areas requiring humanitarian demining, marking of hazardous areas, cleaning (demining) of territories;



involvement in the elimination of the consequences of hostilities and emergency situations of international assistance.

The changes also provide for the provision of social services during a state of emergency or martial law by employees and volunteers who do not have documents confirming their professional level..

It is also envisaged to involve volunteers in identifying individuals or families in difficult life circumstances, a list of social services that can be provided urgently and the provision of such services under a simplified procedure.
