The majority of reported civilian casualties were caused by the use of wide-area explosive weapons, including heavy artillery, multiple rocket launchers, rockets and airstrikes.

OHCHR believes that the actual figures are much higher as information from some locations where intense fighting continues has been delayed and many reports are still awaiting confirmation. These are, for example, Mariupol (Donetsk region), Izyum (Kharkiv region), Lisichansk, Popasna and Severodonetsk (Luhansk region), where there are reports of numerous civilian casualties.
