According to the document, a deferment from conscription for military service during mobilization is provided for scientific, scientific-pedagogical and pedagogical workers, regardless of whether they have an academic title and / or a scientific degree.

As the authors note, in the conditions of martial law, the question of discrimination of teachers and certain categories of scientific and scientific-pedagogical workers arose..

At the same time, the issue of preserving its pedagogical (teaching) and scientific personnel potential is now relevant for Ukraine.. It is believed that one of the important directions in the restoration of Ukraine is the development of innovations and science-intensive sectors of the economy, which requires appropriate staffing. In such conditions, it becomes necessary to eliminate gaps in the legislation of Ukraine that discriminate against certain categories of scientific, scientific and pedagogical workers regarding the right to deferment from military service during mobilization.

So the bill proposes:.

eliminate the requirement that scientific and scientific-pedagogical workers of institutions of higher and professional higher education, scientific institutions and organizations have an academic title and / or academic degree;

extension of the right to deferment from conscription for military service during mobilization to teaching staff of institutions of higher and professional higher education, employed at the main place of work for at least 0.75 of the rate.
