The Verkhovna Rada expanded support for children by adopting the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine on the Delimitation of the Functions of State Authorities and Local Self-Government Bodies for the Protection of Children’s Rights in Connection with the Formation of the State Service of Ukraine for Children’s Affairs,” said human rights activist Lyudmyla Volynets.
In addition to many other innovations, she said, the law expanded support for children who lost their parents due to the war and establishes that children deprived of parental care now include:.
children whose parents do not fulfill their obligations for the upbringing and maintenance of the child due to the presence of parents in the territories located in the area of \u200b\u200bmilitary (combat) operations or in temporary occupation, encirclement (blockade);
children whose parents are wanted as missing or declared missing under special circumstances;
children whose parents are prisoners of war (are in captivity of the aggressor state);
children whose parents are deprived of personal freedom (detained, taken hostage) by the authorities of the aggressor state (occupation forces or occupation administrations of the aggressor state).
In addition, according to the new law, the State Service for Children's Affairs becomes the central executive body with a special status.
