Ukrainians who find themselves in the temporarily occupied territories (TTO) due to Russian military aggression can leave them through the Russian Federation in order to get to a safe place later. Such departure is not a violation of the law and will not be considered a crime, the Ministry for the Reintegration of the Temporarily Occupied Territories explained..

How to leave the occupation if the exit to the controlled territory is closed.

Citizens of Ukraine are forced to get out of the occupation and it is not always possible to get directly to the territory controlled by Ukraine.

In the occupied territories, often the only way to leave is through Russia, and then people go to a safe place in other countries.

Will it be a crime to leave the occupation through the Russian Federation, and then enter Ukraine.

The Ministry of Reintegration explained that such a departure would not be considered a crime and excludes administrative liability, since it occurred in a state of emergency, in accordance with Art.. 17, 18, 247 of the Code of Ukraine on Administrative Offenses.

Recall that the ZMINA Human Rights Center called on representatives of state bodies of Ukraine to help people leave the occupation, and not condemn them. The corresponding position of human rights activists was published on the official website of the organization.

Earlier, the Minister for the Reintegration of the Temporarily Occupied Territories, Irina Vereshchuk, called on the residents of the Kherson region to leave their homes, using the routes offered by the Russian occupiers in order to facilitate the process of de-occupation of the region for Ukrainian defenders.
