In the Kherson region, the Russian invaders introduce a system of passes for local residents to limit their outflow to the territories controlled by the Ukrainian Armed Forces. This was announced by the first deputy chairman of the local regional council Yuri Sobolevsky.

According to him, the humanitarian catastrophe and the atmosphere of terror forced thousands of residents of the Kherson region to temporarily leave their homes, and to some extent this even benefited the Russians..
