In some regions of Ukraine, the occupiers use children as spies and spotters of fire. Ombudswoman Lyudmila Denisova reported this on Facebook..

" In the Luhansk region, two Russian servicemen personally offered funds to a 16-year-old child for information about the locations and routes of movement of Ukrainian troops. They assured the young man that nothing would happen to him because he was a minor.. The Security Service of Ukraine reported that in both cases, the minors did not have time to transfer information to the occupiers,"

She noted that these actions are a gross violation of Article 4 of the Optional Protocol to the UN Convention on the Rights of the Child on the involvement of children in armed conflicts, which is prohibited from recruiting or using in hostilities persons under the age of 18. Children must be treated as victims regardless of the side by which the children were recruited or otherwise involved in hostilities.

“I ask the Attorney General to ensure a full and objective investigation into the facts of the illegal involvement of children in hostilities. I appeal to the UN Commission to Investigate Human Rights Violations during the Russian military invasion of Ukraine and the expert mission, created by the OSCE participating States in accordance with the Moscow Mechanism, to take into account these facts of violations by the Russian Federation of the rights of the child in Ukraine,"
