Mobilization in Ukraine was announced on February 25 by a decree of President Volodymyr Zelensky. The Ukrainian Bar Association explains whether it is possible for Ukrainians to serve summons to the military registration and enlistment office by phone.

Is it possible to serve a summons by phone

The legislation does not provide for a call to the military registration and enlistment office by telephone, since a person must receive a summons in person, against signature. Therefore, receiving information about a draft or an invitation to the military registration and enlistment office via telephone cannot be considered an appropriate message..

At the same time, under martial law, some constitutional rights of citizens are limited, and the obligation to protect the independence, sovereignty and territorial integrity of Ukraine takes on the highest priority..

This means that subpoenas can be served on the streets, at enterprises, and a call can also be received on the phone..

Therefore, in the event of a telephone call from the military registration and enlistment office, it is necessary to appear at the appropriate military registration and enlistment office to receive a summons.

Appeal of such actions is almost impossible due to the limited functioning of the judiciary and the circumstances of martial law.
