When asked what needs to be changed in order for the main tool for a warring country to work and really start helping the Armed Forces of Ukraine, Slobozhan said:.

“For this, the structure of the Cabinet itself must be reformatted.. He must switch to the rails of martial law in order to make quick, coordinated and immediately implemented decisions.. In the meantime, individual ministries are working according to peacetime patterns.. Moreover, some officials now began to feel more independent from the government, some even try to replace it with themselves.. And this is the main challenge today,” he said..

Officials out of habit work long hours and they still have days off, unlike the Armed Forces of Ukraine.

“An official has been preparing an agreement for the supply of a generator to Chernihiv for two weeks, and the bridge is undermined, and the generator can no longer be delivered to people. Deputy minister in charge of migrants asks to call back on Monday. Because today, you see, is Saturday. The dispatch of people was delayed due to the lack of a signature, and people are already at gunpoint... There are hundreds of such examples.... And all these are lives, real lives of our people.. While the state machine should work first of all for their maximum preservation,” he added..

Under these conditions, the Cabinet of Ministers has new tasks, and it must adjust its work.

“There is no need to create any additional headquarters for this, there is the Cabinet of Ministers. And the de facto parliament has already renounced part of its powers in his favor. Many formal things are now simplified, and the resolutions of the Cabinet of Ministers work at the level of laws. At the same time, working with our specialized parliamentary committee, we manage to find solutions that are vital for the work of municipalities in war conditions.. The last example is draft law No. 7153 (already signed by the president), which, among other administrative norms necessary for the communities, provides for the protection of municipal employees, since it makes it possible to pay the minimum wage under current conditions,” Slobozhan believes..
