The gradual liquidation of state and municipal pharmacies not only led to an unjustified increase in prices for medicines, but also created obstacles to the availability of certain medicines for Ukrainians, writes in his article for ZN. UA Vitaly Pashkov.

He stressed that providing patients with medicines containing narcotic drugs and precursors was the first problem that many patients faced in the first days of the war..

The bottom line is that the circulation of medicines containing narcotic drugs, psychotropic substances and precursors can be carried out only with certain types of licenses, they require special storage conditions, and the income from their sale does not come instantly.

Another serious problem that both patients and pharmacy workers faced with the outbreak of the war is the limited stocks of medicines in regional pharmacy warehouses..

“Previously, the necessary groups of drugs were stored in the communal pharmacy warehouses in case of emergencies.. Of course, this required economic support from local governments and regulatory support from public authorities..

In regions where the communal pharmacy network has been preserved or the co-founders are territorial communities, the functions of dispensing controlled groups of drugs, as well as those for which reference prices are set, are more or less performed. But in most cases, Ukrainians in the conditions of war reap the benefits of excessive liberalization of the pharmaceutical market,” Pashkov said..
