The Verkhovna Rada of Ukraine called for the exclusion of Russia from the UN Security Council. This is stated in a collective statement, agreed with the leaders of all pro-Ukrainian parliamentary factions, published by Eurosolidarity MP Irina Gerashchenko.

“BP appeals to the entire civilized world with a call to condemn and punish the terrorist state of the Russian Federation. The latest actions of the Russian Federation, which continues a full-scale war against sovereign Ukraine, can only be regarded as international terrorism.

Regular units of the armed forces of the Russian Federation, terrorist sabotage groups that the Kremlin throws into Ukraine, purposefully carry out rocket attacks and shelling of residential areas and civilian facilities, critical infrastructure facilities in all Ukrainian cities. Terrorists hit a multi-apartment residential building in Kyiv with a rocket. This attack is handwriting reminiscent of the al-Qaeda terrorists who destroyed the New York City Mall in 2001,” the statement said..

The Verkhovna Rada noted that Ukraine holds the defense against the most brutal army in the world. The actions of the Russian Federation are crimes against peace, humanity and war crimes.

“We call for the exclusion of the Russian Federation from the UN Security Council. A terrorist country has no right to be there and destroy the very foundations of world security. We call on the world to recognize Putin as a war criminal, to strengthen sanctions not only against Putin and his fascist regime, but also against all Russians who bear full responsibility for their power. On the eve of the general committee of the Council of Europe, which brings together the leadership of PACE, representatives of member states and the Secretary General of the organization, with a record consensus, decided to recommend applying an exceptional procedure to Russia.

This leads at least to the suspension of Russia's membership in all bodies of the Council of Europe, and ideally to the exclusion of this state from the organization.

After 2014, sanctions were imposed on Russia in PACE, but Moscow, in response, began to blackmail the organization, stopping the payment of budget contributions and threatening to withdraw from the CE.
