Within this paragraph of the Terms of Reference, its sub-points should be included: fixation of valuable historical buildings, significant historical buildings, background buildings, disharmonious buildings, etc.. in accordance with state building codes.

Reflect additionally on the Historical and Architectural Reference Plan objects that are recommended for state registration (based on the results of the inventory). This item should be necessarily reflected in the Terms of Reference, because we understand that there are cultural heritage sites that are not under the protection of the state, meanwhile they require registration.

Develop, within the framework of the historical and architectural support plan of the city on a larger scale (M 1: 1000), the drawings “Historical and architectural reference plan of the central part of the city of Odessa, which is nominated on the UNESCO World Heritage List”, with a quarterly analysis of the buildings, reflecting this issue in the Terms of Reference. This point is justified by the fact that work is underway to put the central part of the city of Odessa on the UNESCO World Heritage List, allocated budget funds for the preparation of the nomination dossier, in turn requires the inclusion of the above item in the Terms of Reference.

Indicate a separate position for the historical and architectural reference plan of the city "Defining the boundaries of the territory of monuments".
