Alexander Kabanov: On language quotas and other lawlessness

SHO magazine readers and media colleagues who asked for comments and my point of view on language quotas and other lawlessness. Here is my opinion.

Nowhere in the democratic world are print media quoted (radio and TV are separate and very unpleasant for Ukrainian lawmakers.

Both in the United States, in Germany, in England, and in Israel (in dozens of countries in which diasporas or minorities live), newspapers and magazines are published and freely sold.

Where does this information come from? Yes, I'm just the author of these publications..

Further.

In the newsstands of Paris, Barcelona, ??Rome, etc.. European cities, in airports - without any quotas and in free sale, for example - the magazine Ogonek and Literary Gazette. Books in Russian.

I bought it all and bought it regularly..

In order not to get a longrid, I cut off further facts, because it is well known to everyone who travels the world or lives outside Ukraine.

It seems that our legislators, he is unknown.

Ukraine is the only country in the world of democracy, which is going to introduce language quotas for printed materials. On private business.

The state language is Ukrainian. No questions. Therefore, promote it in state-owned media and other countries.. According to the Constitution. And it is there and then that one can talk about any state language quotas.

To impose any quotas on private business is disgusting and unconstitutional. This is called MOV raiding and linguistic genocide.

Re-read the Constitution, especially the paragraph on the Protection and Development of the Russian language and other minority languages.

I repeat: no one has the right to quota on any grounds - private entrepreneurship.

Take a last look at the state: create new TV channels, printed periodicals, theaters, cinema of the European level. That's when we'll talk about language quotas in these new islands of culture and education. State, not private.

For example, if the state had patched and financed such luxurious editions as (names are conditional) "Farion Gutsulshchini" or "Nitsoy Volinschini". Okay, let there be 75% of the circulation in Ukrainian. It is reasonable and legal..

As is known, all the subsoil, all natural resources, all national radio frequencies belong to the Ukrainian people.. There is no Ukrainian gas or Russian-language amber.

Think about it. Do not expose Ukraine to be ridiculed in front of the whole world, and our Constitution for reproach.

Even before the war, in various interviews, I said: Russian is not a monopoly of Russia. I am saying this now: the one who tries to attach a label with Putin to my native Ukrainian Russian language, flouting the Constitution - either an enemy or a very deeply mistaken person who does not know what he is doing.

In conclusion.

In dozens of developed countries, from the USA to Japan - there is no law on language. No Law - No Problem.
