Of course, later everything fell into place. AMCU at the beginning of this century was led by Lesha Kostusev (an indelible disgrace of the family of the People's Deputy Lesha Goncharenko), under Yanukovych, this post was handed to Vasya "Vodokachke" Tsushko - and this was a frank mockery and a sign that the fight against monopolies, manifestations of "unfair competition" and the corruption that accompanies them can be forgotten.

But one way or another, one thing is certain: the emergence and flourishing of monopoly with all its ugly consequences occurred precisely in the era when the Anti-Monopoly Committee was acting in Ukraine. And the fact that in July "suddenly" broke out the "chlorine" crisis, which almost left the population of the country without drinking water, it is not "suddenly", it is natural. And it is completely unclear why this and similar excesses will not be repeated every time when one or another oligarch-monopolist (in the "chlorine" case - Kolomoisky) does not like something or wants something, or just becomes bored in Switzerland.

However, this is not important, the main thing is that the population of Transcarpathia does not decide that he too was lucky with the government - in Budapest, and not in Kiev ... WHO IS THE INSTITUTE SERVICE? In our reality, oligarchs have disproportionate even the size of their state influence. In addition to large enterprises and tens of thousands of workers tied to them by beggarly wages, our nouveau riches control entire cities, major television channels and entire deputy factions. In addition to hundreds of middle-ranking officials "on salary" in ministries and departments, plus top officials "in share" at the head of state. One of the main results of this influence: the formation of new institutions or the deformation of those already existing under the oligarchs. After all, as Nobel laureate in economics Douglas North argued, "institutions ... are not always created to be socially effective; institutions ... are created more likely to serve the interests of those who take positions that allow them to influence the formation of new rules ". (Douglas North, Nobel Prize winner of 1993. - "for the revival of research in the field of economic history, which allows explaining economic and institutional changes"). A large-scale corruption official can not exist without a "surrounding" (literally surrounding) "environment" of oligarchs. It's like a plus and a minus like a tango, for the execution of which two people are needed, finally, as a bribe taker and bribe-taker. And catch only corrupt officials (the option - to raise the salaries of top officials to astounding sizes, create even more new structures, including the Anti-Corruption Court), ignoring the source that feeds this corruption forever - this is not a struggle, it's a game.

ALIMENTA ON THE WIND In modern Ukraine it is the oligarchs that are the leaders in the formation of the "rules of the game" at the state level. Take for example the July episode with an attempt to stretch out in the law on alimony "buns" for the most important orphan of the country Rinat Akhmetov.

Recall, People's Deputy from the Popular Front, Yuri Voznyuk proposed an amendment to the draft law No. 8295 on amendments to articles 165 and 166 of the Tax Code, which deals with the protection of children's rights. It proposed, in particular, to release before January 1, 2020 from the payment of VAT operations for the import of equipment for the production of energy from renewable sources. How are the classics? As a result, for a number of reasons, the amendment did not pass. Several factors immediately affected: the absence of a broad oligarchic consensus (it was interesting to only one, even the "richest Ukrainian"), the attraction of the amendment to the theme of the law "for ears" (at the last moment Akhmetov decided not to exert extra effort to drag the amendment, frightened of reputational costs in future). This, however, does not guarantee that the attempt to give Rinat privileges for the import of equipment for "green" energy will not be repeated - in a more decent form, and in the very near future. And the anecdote that the press service of the Verkhovna Rada has learned by publishing a message that the amendment is still adopted is not as fun as it may seem: it only shows to what extent everything was "on the ointment" and hung in the balance.

And let's all the same imagine that Akhmetov came out and the amendment was adopted. By becoming law this rate would bring to Rinat $ 80 million actually from the state budget. Corruption? Undoubtedly! The use of public funds is, to put it mildly, not in the public interest.

And where, in fact, Yuri Voznyuk?.

All for the press service Rada spent?. "But this kind of corruption today is not something that is not caught (for 3 years since the creation of the NABU, we do not have a single top official put in and no anticorruption court seems to be able to change this, apparently), but is not even being investigated.

PERSPECTIVE - "ROTTERDAM +" IN THE LAW? Failure to amend the maintenance law for Rinat is an exception, not a rule. On the account of the oligarchs, there are so many victories today that they are already tired of drawing asterisks on the fuselage. Suffice it to recall the law (and the process of its adoption) "On the peculiarities of privatization of the enterprises of the SJSC Ukrrudprom", which this year has turned 14 years old, and whose compliance is already challenged for the second time in its existence by the Constitutional Court (as it was previously tried to reverse attention to the blatant inadmissibility of this law of the former leadership of the same Antimonopoly Committee). Still - without much success. Unsurprisingly, because of this law, the state was actually put out of the commodity industry, which in a successful year can generate a billion dollars of profit, which is generated - but for specific oligarchs.

Moreover, there is a suspicion that if the ideologists of the Rotterdam + scheme managed to clothe it not in the form of the decision of the NCRECU, but, for example, push it in the form of a law under the conditional name "On the peculiarities of the functioning of the electric power industry in a special period for Rinat" through the parliament, then no NABU today would have spurred the nerves of DTEK's enterprises and had not withdrawn their documents from the FUIB bank.

We are confident that the conclusions of their "puncture" (as well as from the history of alimony for wind energy) will be taken into account in the future. If not this parliament (which, we hope, will not dare to take drastic initiatives - in view of the coming elections), then the following. And our anti-corruption institutions will finally make a choice from the famous Pelevinsky alternative - in favor of the "clowns at the buggers" option. Moreover, there will be plenty of the latter in the future Verkhovna Rada: there is Oleg Lyashko so furiously working out Akhmetov's investments in himself, that the same "Rotterdam +" does not even remember. We are talking about the "bureau for financial security", for which Prosecutor General Lutsenko is standing up - both for "a single body in the sphere of financial control of business" - and whose necessity Yuriy Vitalievich justified in his July publication under the eloquent title P'yat zavdan u borotbі z koruptsієyu.

It is clear that, while maintaining the existing situation, the erection of another "anti-corruption" superstructure does not promise the slightest effect. Even if it is headed by Mr. Lutsenko himself, who has already forgotten, when he last promised to resign from the post of Prosecutor General. And nothing that it will be built into the system of executive power: who can best fight corruption in state bodies as not a new government agency? After all, he will not fight with the oligarchs ... In any case, it is obvious that people who are called to portray the fight against corruption in the existing scenery are clowns who persistently spend their time so that the current ridiculous circus would continue despite everything. Indeed, the maintenance of the status quo brings the beneficiaries of the current regime monthly to one million, and to whom - ten.

The main thing is to hold out to the elections, simultaneously allowing the company to release part of the accumulated pair, and get an unjustified carte blanche for at least the "first 100 days".
