"Operation Y" with the Odessa film studio?

In the bowels of the Verkhovna Rada, in the most intimate part of it - in the Committee on Culture and, frankly speaking, spirituality, an amazingly interesting draft Law of Ukraine "On State Support of Cinematography in Ukraine" (registration number 8251).

In this, truly unique legal document, apart from the obligatory oaths in all good and ritual dances against everything bad, there is one MA-a-scarlet fact. The project cancels a moratorium on the privatization of the Odessa film studio. Perhaps somewhere far away, for example, in a forgotten galaxy, where the Starship of the Airways went with the next mission, could have been happy with this circumstance, but in our Odessa filmmakers behind this innovation of the parliament saw one thing: long rows of residential new buildings instead of the Odessa film studio.

Our interlocutors: Igor Shevchenko - Head of the Board of the Guild of Cinematographers of Odessa and Dmitry Grokhovsky - Deputy Head of the Guild of L. Igor, what did you do when you found out about this bill?.

We turned to People's Deputy Nikolai Skoryk. The essence of the appeal is that in 2005, during the corporatization, the rights of the labor collective of the state enterprise "Odessa Film Studio of Feature Films" were violated. Then the Supreme Economic Court of Ukraine ordered the State Property Fund to conduct the corporatization of the "Odessa film studio of feature films". Thus, instead of JSC "Odessa Film Studio" was established a hybrid company, where the labor collective did not receive any shares of its enterprise. At first, some sluggish film activity was still being conducted, but for ten years (!) No film was produced at the film studio (!) Under the brand name "brigantines", and the professional professional workers were poured and left without means of subsistence.

Therefore, we asked the People's Deputy Nikolai Skoryk to initiate a review of illegal actions on corporatization of the state enterprise "Odessa Film Studio", return the enterprise to state property, and conduct a new shareholding in accordance with the current legislation.

Dmitry, how did Nikolai Skoryk react to your appeal?.

The People's Deputy of Ukraine, Nikolai Skorik supported the initiative of representatives of the deceived labor collective of the Odessa film studio, and other cultural and art figures, and on the same day amended the second reading in the above bill to exclude the possibility of lifting the moratorium on the privatization of the Odessa film studio, which was provided by the Law Ukraine "About the fence of privatization, vidchuzhennya, transmissions to the outpost that insertion to statutory capitalization of gospodarcies of common forms of ownership of the package of shares, i have statutory kapіtalі Closed-aktsіonernogo tovaristva "Odeska kіnostudіya".

I want to note separately that, among other things, it became clear that when registering the draft law reg. No. 8251, the regulation was violated, since its comparative table did not contain the norm on the privatization of the Odessa film studio, while in the text of the law in the "Final Provisions" this norm is contained. I would like to think that this is NON-REASON, and not primitive cheating, not to say - a deliberate forgery, since when considering the bill deputies use the comparative table. The table is a document stipulated by the regulations, in electronic and paper form, which reflects both the current norms of the law and the proposed new ones.

Yes, an interesting approach to drafting a bill. And who is the author of this ingenious document?.

We, the filmmakers of Odessa, were also very surprised by such precarious circumstances, considering that the first of the authors of the bill is the Chairman of the Committee on CULTURE and Spirituality Nikolai Knyazhitsky. Also, the co-authors of this bill are: Irina Gerashchenko, Irina Podolyak and Alexander Abdulin. There is, incidentally, a reasonable question, which of these authors "forgot" to include a scandalous norm in the comparative table of the bill. Check this information easily by opening the corresponding page on the website of the Verkhovna Rada of Ukraine.

Dmitry, in your opinion, what is the reason for this forgetfulness, and indeed the bill itself?.

We believe that around such a tasty object in the heart of the resort area of ??Odessa, as the Odessa film studio, a subconscient struggle with obvious fraudulent actions by interested parties.

We all appeal to People's Deputy of Ukraine Mykola Skorik with a convincing request: we ask you to protect the cultural and national heritage of the country from illegal, fraudulent actions.
