Prosecutor General Yuriy Lutsenko calls for overcoming corruption in the coal industry and in the Customs Service, as well as giving state enterprises for privatization.
He stated this, completing his report in the Verkhovna Rada.
"According to the expert conclusion, including the Institute of Economics of the National Academy of Sciences of Ukraine, at the time of Yanukovych, Ukraine was damaged more than 40 billion US dollars. This is approximately one annual expenditure part of the state budget. It seems to me, this is the peak, "- said Lutsenko.
He does not agree with the thesis that since the times of the Maidan nothing has changed:.
"Taxpads have been destroyed, so-called twists - since June 1 an automated system has been launched that will destroy them, VAT refunds - since May 1 there is an automated system, double taxation in the country and separately in agricultural enterprises, which was played by unscrupulous" collective farm chairmen "with Cyprus, destroyed, state purchases (machinations) - destroyed. I'm not saying that this has been completely destroyed, but it is undermined by 80-90% by the ProZorro system ... The price of gas for the population and industry is destroyed ".
He noted that the more the Verkhovna Rada will do to overcome corruption, the less will the Prosecutor General's Office.
"We have three topics left. The theme of coal - if earlier the plundering went through special schemes of budget financing of mines, today the so-called "Rotterdam +" scheme is no less a threat.. You must pass a law on rent on coal and other minerals in Ukraine - just as it is done for gas. Do it - and we will turn over this page of mafia threats, too, "the Prosecutor General said.
"Also we need to clean up the customs. There much is being done, but we need to introduce a reconciliation of customs clearance data with our neighbors - EU countries. And 80% of crime will fall! It is necessary to gain political courage to the Cabinet of Ministers and do it, "said Lutsenko.
"And the third scheme, the most important.
The greatest corruption, as far as I and NABU estimate it, is today in the sphere of appointment to the management of state enterprises. Dear colleagues, finally accept the decision to privatize Centrenergo, hydroelectric power and all other enterprises, of which the entire Internet is packed with rumors. Privatize - and let them pay taxes, "he said..
According to Lutsenko, if this is done, "we can change the face of Ukraine".
The Prosecutor General added that he is always ready to cooperate with the parliament.
