Minister of Education and Science of Ukraine Liliya Grinevich believes that the conditions and procedures for testing should be tough and focused on competence testing, rather than point knowledge of graduates of secondary schools and correct reproduction of dates and dates.
She announced this at a press conference in the Odessa Regional State Administration, Ukrinform reports..
"When it comes to strategic changes, it is very important for us that the organizers of external independent evaluation increasingly focus on checking the competence of school leavers, rather than point knowledge, in particular, the reproduction of dates or timelines. Therefore, the tasks will include open parts, and not just the choice of answers from students in schools. It is more expensive than VNO, we will move in this direction. Since it turns out that the school is taught what is tested in the exam. And we can not make a modern school of competence, if in the future we will only check knowledge, "- said Grinevich.
The Minister stressed: "This is a big problem, we must learn to overcome it. I want to note that for the first time Ukraine will join the PISA program in 2018 - an international assessment of 15-year-old students. This program is just focused on checking competencies: according to the results of the survey, we will see where we are in the international rating and how to further develop the tool of the VNO ".
The procedures for carrying out the UPE will be more stringent, because every year there is more evidence that the technical innovations used allow falsifying the results of VNO.
"Given last year's experience of violations, when the prosecutor's office made accusations of falsification of the data of the UPE, this year we reliably protected all databases - this will not happen again. The second. Regarding rumors about the alleged "leakage" of tasks and answers to questions of the UPE, which circulate in social networks. I want to address our entrants: do not believe these groundless rumors, do not throw money away, buying fakes, "- warned the head of the department.
"If there had been a leakage of assignments from the Ukrainian Center for Educational Quality Assessment," Grinevich added, "this would mean abolishing the results of the current session of the UPE. All graduates of schools, regardless of whether they knew the answers to the assignment, did not know, would have to retake the UPE. And this is huge moral and losses for the country's budget.
Therefore, of course, the Ukrainian center for assessing the quality of education will do everything to prevent the "leakage" of assignments, "- clarified Grinevich.
Any future entrant who violates the conditions of the UPE and comes to pass the exams with a mobile phone or other technical means that is able to remove the content of assignments from paper carriers will be immediately removed from the audience without the right to retake external independent evaluation.
