Responsibility for undermining the OSCE CMM car, which killed the observer of the mission, lies on the military-political leadership of the Russian Federation, said NSDC Secretary Alexander Turchinov.

"This bombing is a planned terrorist act directed against the OSCE mission in the Donbass. The full responsibility for this attack is borne by the military-political leadership of the Russian Federation, which completely controls the occupied territory of Donbass. No action of hybrid forces occurs without agreement with the Russian General Staff, "the press service of the National Security and Defense Council.

According to him, the OSCE car was undermined by a mine specially created by militants.

"One of the tasks that the terrorists worked out during the explosion of the OSCE CMM car is the suspension of patrolling the occupied territory for the large-scale and uncontrolled movement of Russian weapons and military equipment, with the aim of further preparing large-scale military provocations," said the NSDC Secretary.

Turchinov pointed out that the Russian side was warned about the route of the mission representatives' follow-up to the IAF under its control, which provided the corresponding security guarantees.

The NSDC secretary also called cynical the statement of Russian Foreign Minister Sergey Lavrov on the need to find the perpetrators of the incident, as those who are responsible for this tragedy are in the Kremlin.
