According to him, the Ministry of Education and Science of Ukraine constantly reminds that the allocation of quotas for state procurement directly depends on the level of the university, the conduct of career guidance work and the desire of graduates to study in this or that educational institution.

"Everything is beautiful on paper, but in reality it is hushed up the fact that at the regional level the number of budget places depends on the result of the surrender of VNO school graduates. For example, in 2016, 80% of enrolled in the universities of the region - local residents, and in other universities of the country this figure is even higher, as children want to learn where they were born. The analysis of the results of the VNO of Odessa schools throughout 2012-2016 conducted by the Rectors' Council showed that the residents of Odessa became uncompetitive in terms of admission to budget places in universities.
