Specialists of the Southern Office of the State Administration of Audit during the state financial audit at the state enterprise "Odessa State Circus" revealed facts that adversely affected the state of its financial and economic activities.

The audit covered the period from January 1, 2012 to December 31, 2016.

Auditors found that the company lost 750 thousand. UAH of income, inefficiently used 550 thousand. UAH, and also illegally used 929 thousand. UAH. In addition, the shortage of funds and property circus and state budget for the amount of almost 11 million hryvnia.

Specialists of the South Office of the State Audit Service found that the difficult economic situation and increased competition from private enterprises led to a reduction in the number of submissions and, as a result, to a decrease in circus revenues only in 2016 by 750 thousand. UAH.

The auditors also found that since no changes were made to the staff change, six payroll staff unreasonably used the payroll fund with accruals, without the amount of work and justification for their maintenance, for a total of 550 thousand. UAH.

In addition, experts found that the circus was unnecessarily spent 929 thousand.

As a result of the audit, the employees of the South Office of the State Audit Service also identified other risk factors and made a number of recommendations for improving the management of the state enterprise, in particular, proposed at the level of the Ministry of Culture of Ukraine to check for compliance with the position of the Director of the Odessa State Circus.
