Basket A: France, England, Italy, Netherlands, Germany, Ukraine, Austria, Spain, Czech Republic, Greece, Turkey, Russia, Croatia.
Basket B: Slovakia, Sweden, Serbia, Belgium, Norway, Poland, Denmark, Ireland, Scotland, Georgia, Bulgaria, Bosnia and Herzegovina, Israel.
Basket C: Hungary, Finland, Switzerland, Romania, Montenegro, Slovenia, Cyprus, Macedonia, Latvia, Azerbaijan, Wales, Belarus, Iceland.
Basket D: Lithuania, Kosovo, Estonia, Moldova, Luxembourg, Albania, Malta, Armenia, Andorra, Kazakhstan, Faroe Islands, Gibraltar, San Marino.
During the draw, 13 groups of four teams will be formed (one representative from each basket).
After that, they will determine the hosts of the mini-tournaments, and the matches of this stage will be completed before November 19, 2019. The two strongest teams from each group and the best among the teams that will take third places (as a result of meetings with two leaders of their group) will enter the elite round. Matches of this stage will take place in the spring of 2020.
Winners of seven groups of the elite round will reach the final stage, which will be held in July 2020 in Northern Ireland.
