Milan's Director-General Marco Fassone admitted that UEFA's decision not to enter into a voluntary agreement was rather expected.
The Investigative Chamber of the UEFA Authority for the Financial Control of Clubs decided not to enter into a voluntary agreement with Milan.
"Such a decision was quite expected," said Fassone.
"UEFA requested documentation on two items that the club could not possibly imagine: the completion of refinancing of debt to the Elliott Management fund and the proof that we are able to finance ourselves and compensate our losses".
"Now we are moving towards an amicable agreement".
Earlier, the international agreement with UEFA was signed by Inter, which paid a fine of 20 million euros for violating the rules of the financial fair play and agreed to guarantee a break-even deficit. Also in their attitude was imposed a limit on the number of players in the application list A in UEFA tournaments.
