The Investigative Chamber of the UEFA Authority for the Financial Control of Clubs decided not to enter into a voluntary agreement with Milan.
Milan invited UEFA to enter into a voluntary agreement on the settlement of the financial fair play issue, which is allowed to clubs that have recently changed their owners.
According to the official site of UEFA, the Investigation Chamber of the Instance for the financial control of clubs reviewed the application of Milan, but after careful examination of all submitted documentation and explanations, it was decided not to enter into a voluntary agreement.
In particular, the Investigative Chamber doubts that by October 2018, Milan will be able to repay a loan of 300 million euros, which was issued by the American hedge fund Elliott Management.
Now the "Rossoneri" is threatened with tight restrictions on their transfer activities.
