On February 27, a meeting of the FIFA football committee was held in Zurich, at which members of the organization, along with players, as well as representatives of clubs and leagues, considered several issues.

One of the main topics of the meeting was changes in the transfer system.. In July 2020, FIFA wants to adopt new rules limiting the number of lease agreements with football players aged 22 and over.

FIFA proposes approval of transition. Starting from the 2020/2021 season, teams will be allowed to enter a maximum of 8 international rental agreements. By the start of the campaign-2022/2023, the number of such agreements is planned to be reduced to 6.

At the same time, two clubs will be able to rent from each other a maximum of 3 players. The same changes are planned to be introduced within the country within three years..

The FIFA Committee also approved the principle that official domestic matches should not be held in another country.



Another innovation was the creation of a fund for the payment of compensation for tuition. The fund will be financed by an additional fee of 1% of the transfer amount. This will allow FIFA to ensure that academies and schools receive training fees for football players..

Earlier, FIFA appealed to the Royal Spanish Football Federation (RFEF) with a request to ban clubs from transferring after the transfer window was closed due to player injuries. The reason was the transfer of Martin Brightweit to Barcelona.
